| Provide a brief narrative description summarizing the proposed project, including how the project relates to disaster relief and mitigation and to local infrastructure: |
| Construction of a detention basin on the northeast side of DeWitt to capture and temporarily contain storm water that runs nearly a mile through open ditches on the east side of DeWitt. The detention area would include a long narrow berm to act as an impoundment structure and would require a minium of 6.5 acres. The detention basin would reduce street flooding at 11th Street (major east/west route with heaviest traffic counts in Dewitt) as well as other residential streets and streets in the industrial park. Currently there is flooding in rain events of 2 inches or greater. Additionally, the detention structure will help settle debris and sediment out of the storm water before it flows into the ditch system, thereby reducing the silting in the storm water ditch. In conjunction with the construction of the detention area the City proposes to clean and reshape the east side drainage ditch and the southeast drainage ditch in Crossroads Business (Industrial) Park (totaling approximately 7,000 lf of open ditch). Within the ditch there are two structural elements; concrete and railroad tie retaining walls that need to be rebuilt. The project would include surveying existing easements and establishing easements where there are none along the drainage ditch. The entire project would greatly reduce street flooding, and the flooding of private property and therefore reduce the damage to both public and private property. Additionally, the street flooding in the Crossroads Industrial Park temporarily shuts down commerce and has a financial cost to all the businesses in the Crossroads Business Park. It is estimated that the project cost including engineering, surveying, land purchase (for detention area), and construction would total $452,000.00. |
| Explain how the proposed project will have a demonstrated substantial local, regional, or statewide economic impact: |
| The proposed project will have a substantial local and regional impact. The southern part of the project is located in the Crossroads Business Park (industrial park) where over 1,000 employees are employed. The employees come from the City of Clinton, Jackson County, Scott County, Cedar County, and DeWitt. The proposed project will greatly reduce the street flooding that occurs in the the Crossroads Business Park. During heavy rains both East 3rd Avenue and Industrial Drive are flooded with overflow from the east side drainage ditch system. The flooding makes it difficult for employees to get to and from work, and it makes it difficult for the employers to recieve shipment and deliver their products. Improvements in this area will benefit all existing employees and employers as well as increase the opportunities for expansions of existing businesses in the park and increase the opportunties for new business to locate in the park. In addition to reducing the street flooding in the industrial park the proposed project will greatly reduce street flooding on 11th Street (former HWY 30 and part of the original Lincoln Hwy). Eleventh Street is a 4-lane collector and is DeWitt's busiest street serving primarily commercial properties. Although no longer a part of the Federal Hwy. system 11th Street is a consistently used route to travel to Clinton, and connects with routes to Charlotte, and Preston. DeWitt serves as a regional employer and retail market for the rural neighboring rural areas and small towns; the proposed project will greatly reduce the impact of flooding on industrial and commercial activity. |

| A workforce of six is the approximate number of workers that will need to be on the job daily to complete the proposed project in a construction season. The calculation assumes that if not for the proposed project the selected contractor would not have work enough for its entired force and therefore be required to lay off 6 employees. |

| The jobs retained will be outdoor construction jobs. Although the workers may face adverse weather conditions the retained jobs will be safe as long as the contractor uses safe work practices as required by the contract, as well as state and federal regulations. |

| The average benefits retained by the project are dependent on the actual contractor who submits the lowest bid. Contractors in the region may or may not include benefits such as health benefits as a part of their compensation package. |

| If the proposed project is funded there will be many residual benefits to the local economy. The local purchase of supplies and materials will serve as a boost to a distressed local econonmy. Generally, contractors buy everything from concrete to lunch locally. This will help local business retain jobs, which is particulalry important since Clinton County's unemployement is currently 1.7% higher than the state average. Additionally, the Clinton County unemployment rate increased by 1.3% between May and June 2009, which was more than twice as much as the state average increased. |

| Currently the City's east side drainage ditch does not function well. During heavy rains there is flooding on private and public property. There are a number of streets that closed as a result of flooding; most significantly, 11th Street in East DeWitt experiences flooding. Eleventh Street is a 4-lane arterial street, is the City's busiest street, is located primarily in commercial districts and is the City's main east-west route. Its closure impacts, a number of businesse residents and other travelers. In addition to 11th Street East 3rd Avenue and Industrial Drive both located in the Crossroads Business Park (industrial park) are subject to flooding, which disturbs the shipment of materials and product, and interfers with the ability of the workforce to get to work. The proposed project will significantly decrease the flooding of roadways and private property. Furthermore, a cleaned and reshaped drainage ditch will not only funtion better, but look better and be easier to maintain for the approximately 50 residents and businesses located adjacent to it. |

| The project will have a significant impact on the transportation in the City's Industiral Park (Crossroads Business Park) where over a 1000 individuals are employed and where there is the potential to employee many more becaue of available lots and buildings. Currently during heavy rains the east side ditch running along East 3rd Avenue and Industrial Drive overflow and cause significant street flooding (on July 24, 2009, 1.5 inches of rain in a quick downfall caused these streets to be impassable for hours). The flooding that occurs in this area is a deterent for industries to expand or locate in the industrial park. Additionally, it has a negative impact on workers traveling to or from work. The proposed project would include a detention site north of the industrial park that would reduce the high flows in the ditches. Additionally, the project would include repairing and reshaping the ditches in and adjacent to the industrial park allowing for more capacity and creating ditches that function properly. These improvements would make the the industrial park a much better place to work and do business. Furthermore the project would reduce the flooding on other roadways and on private property which overall makes the City of DeWitt a more attractive place to live and work. |

| The City of DeWitt will be owner of the detention basin. The City owns or has easements for most of the property where the east side ditch is located. The City will acquire easements where it does not have them for access to the storm water ditch. The City and adjacent property owners will maintain the improved ditch. The City will own and maintain the detention area. |

| A study has been completed pertaining to the east side storm water detention area. Design for the project will begin as soon as funds are available. Application for the necessary permits will begin as soon as funds are available. Construction will begin within 3 months of funding being available if weather permits. | The project will reduce pollution. The detention area will capture water; some of that water will naturally filter through the soil removing pollutants and enter the aquifer. Some of the water will be filtered and exit the detention area through an outlet structure. The filtering process will remove most of the sediment from the water and will reduce silting downstream, including Iowa rivers and streams. |

| The detention area will operate as a bioretention cell. Some of the captured storm water will naturally perculate through the soil where pollutants will be removed naturally prior to entering the aquifer. The rest of the stormwater will be filtered prior to leaving the detention area in an outlet structure, thus reducing sediment and silting down stream. |

Additionally, repairing and reshaping the east side storm ditch will add capacity to the system and cause it to funtion better, also diminshing the flooding of private propery and public roadways. |

| The project does help achieve the communities overall post-disaster recovery vision. The City's 2009 approved Strategic Plan includes "Storm water improvements on the east side - detention and ditch improvements" as one of the City's six TOP PRIORITIES for the 2009 calendar year. |

| The proposed project will reduce the damage to both public and private property resulting from flooding. The reduced flooding on private property will increase the property values of homes and properties located adjacent to the storm water ditch. The reduced flooding of the roadways will benefit the industries in the park and make it easier for them to do their daily business and possibly expand in the future. Additionally, the improvements will improve the value of the lots in the Industrial Park and make them more attractive to prospective industries that may consider locating in DeWitt. The work of the project itself will engage engineers and contractors in additional work allowing those business to retain employees. |
